In the world, the population grows quickly then before. Because of the development of the medical and people have money to pay for treatment. So it caused a huge problem death rate become fewer, but the birth rate become higher. so the population become more and more than before.
China is a country that has the most population in the world. It caused that each person has a little natural resource. So government punished several policies to control babies. First of all, the government said that each family should only has one baby. Next,  if this family lay two babies or more, people should pay money for government. Moreover, the government encourage people that born one baby, the government will support this kind of family. Then, the government will help baby to get some welfare. For example， if this baby is ill, they doctor help to treat it, this kind of baby will be discount. The next step, the government build more building for people to find the job. Because too much people, so it is difficult for them to find good job. Moreover, some new schools were built up for students.  To sum of, the population still growth, but the rate become lower. However, I do not think it is a good way to limit birth rate. Because of this policy, it caused the labor in China will be expensive and fewer, On a long view, China will have few labor in the future, it is bad for the development of China.
